Tweed: the guns on your streets aren't the ones being targeted
There are two kinds of firearm. Legal ones are registered to a named licence holder and locked in a safe, as the law requires: 274,000 of them, and they are what the buyback takes, at a cost of hundreds of millions of dollars. Illegal ones were never registered to anyone, have no owner on record and no trace, and are what organised crime uses. The buyback does not touch one of them.
The numbers behind the laws
These are NSW and national figures. There is no public count of illegal firearms by electorate. That's the point: they're unregistered.
The permanent amnesty is the scheme that did take unregistered guns out of circulation: since 1 July 2021, anyone can hand an unwanted or unregistered firearm to a licensed dealer, or to police, without penalty. Dealers take in about three quarters of them, and they do it for free.
What the Premier said
“This is a program not designed for illegal weapons. This is lawful weapons in the community.”
The buyback is expected to cost “hundreds of millions” of taxpayers’ money, according to the Premier, and up to $950M by an industry-commissioned estimate — every dollar of it spent on firearms that were already registered and locked away. Meanwhile amnesty hand-ins fell 31% in the first half of 2026, and 40.9% of surveyed dealers say they can no longer take in amnesty firearms. Dealers provide that service to the community for free.
